A Treaty or International Convention is an international agreement concluded in writing between States, or between States and International Organizations, or between States and other Subjects of International Law with capacity to do so, governed by International Law, consisting of a single document or two or more related instruments and whatever its particular denomination may be. It may be Bilateral or Multilateral.
Treaties are signed by the President of the Republic, the Minister of Foreign Affairs or any public official who has been empowered to do so through Full Powers; the latter is the authorization granted by Supreme Resolution by the President of the Republic so that a person may sign on behalf of the Peruvian State, an international treaty.
